 By 2040 we will award the salary of a staff member in a community organisation annually after a competitive bid. This position will help the successful organisation build capacity by developing project funding proposals, coordinating membership drives, engaging volunteers or developing organisation strategies and policies so the rest of that organisation can focus on achieving it's purpose. 

By 2040 Cook Islands community organisations will have independent sources of funds so they are able to speak freely. But the Moana Foundation will also implement projects that support good ocean governance such as implementing community workshops on the role of the media.

By 2030 we will have established a research programme with partner institutions to improve our understanding of ocean and other issues.
